The Council of State of the Principality of has voted to declare marriage as a lifelong union between one man and one woman "intended by God for their mutual joy; for the help and comfort given one another in prosperity and adversity; and, when it is God's will, for the procreation of children and their nurture". In the same act, the Council of State banned civil unions from taking place in Montescano and granted full authority to the Roman Catholic and Eastern Orthodox churches to administer the sacrament of marriage.
In recent days, numerous proposals were brought forward by members of the Council of State regarding marriages and intimate relations between humans. Two times acts were proposed which specifically outlawed homosexuality and sodomy, which failed to get the support of the Council of State (3 supports, 3 Abstains and 1 Oppose). Upon the ultimate deadlock, His Highness the Sovereign Prince proposed present act in which he proposed that all intimate relations outside marriages are banned.
This act was quick to pass, receiving 7 supports. It is one of the first times an Act receives unanimous support and also a 100% voting turnout.
