Baroness Kirsanova elevated to Duchess, replaces Drakonov as Consul

His Imperial Majesty Alexander IV, Defender of the Faith, Turtle and Elephants, may the Almighty God bless his reign, signed the Edict of Konstantinopolis dismissing Duke Krzysztof Slavomirovych Drakonov as First Consul for the year 7528 (2020 according to the Calendar of the Heretics), granting the title of Duchess of Epirus to Baroness Helena Aleksandrivna Kirsanova, and appointing her to replace Duke Drakonov.

Duchess Kirsanova will be the first female Consul since the foundation of the Empire in 753 BC and the first Pavlovian Head of Government openly a member of the LGBTQA+ community.

When approached by the Gazette with a request to comment on her appointment, Duchess Kirsanova said that she's "very thankful to have this opportunity to make Pavlov a better nation for all people".

According to the Basic Law of the Empire, the Consuls are responsible for overseeing the activities of the Government and coordinating its work. They also act as president pro tempore of the Senate. In the case of a Regency, if there is no appointed heir, one of the Consuls shall serve as the Regent. Consuls have the power to issue Government orders which regulate the work of the Pavlovian Government, the ruling Consul can always be vetoed by their non-ruling colleague.

The First and Second Consuls do not defer in function, and the one is not of higher rank than the other. The First Consul rules in January, March, May, July, September, and November while the Second Consul rules in February, April, June, August, October, and December.

Consuls are immune and can not be arrested or tried for a crime while in office, they also cannot be charged for any crimes committed in office.

The Emperor has also granted the title of Duke of Mundus Novus to Kristiian Karolovych Nevtonenko and appointed him as Imperial Vicar for North America.
